The copyright to this work was owned by the federal authorities of the former Socialist Federal Republic of Yugoslavia, whose assets are now held jointly by its successor states according to the Agreement on succession issues of 2004 [2]. The Yugoslav successor states have variously enacted legislation that places certain official state documents such as law texts into the public domain.

See e.g. Art. 8.2.1 of the copyright law of Croatia [3]: "official texts in the domain of legislation, administration, judiciary (acts, regulations, decisions, reports, minutes, judgments, standards, and the like) and other official works and their collections, which are published for the purpose of officially informing the public".

This template must not be used on its own. To establish PD status it must be used only with an appropriate license template such as {{PD-Croatia-exempt}}. You must make sure the file content has been declared as public domain by the laws of the relevant successor state.

Article 8.

1. The subject matter of copyright shall include expressions and not ideas, procedures, methods of operation or mathematical concepts as such.
2. The subject matter of copyright shall not include:

   (1) discoveries, official texts in the domain of legislation, administration, judiciary (acts, regulations, decisions, reports, minutes, judgments, standards, and the like) and other official works and their collections, disclosed for the purpose of officially informing the public;

   (2) news of the day and other news, having the character of mere items of press information;

3. Folk literary and artistic creations in their original form shall not be the subject matter of copyright, but their communication to the public is subject to the payment of remuneration, as for the communication to the public of protected copyright works. The remuneration shall be the revenue of the budget, and shall be used for improving the creativity in the field concerned.

Note:

Translations of official texts in the domain of legislation, administration and judiciary, shall be protected, unless made for the purpose of officially informing the public and are disclosed as such.

This work published in North Macedonia is in the public domain because its copyright expired pursuant to the Yugoslav Copyright Act of 1978 which provided for copyright term of the life of the author plus 50 years, or 25 years from publication for a photograph or a work of applied art. This applies to works already in the public domain on or before 1996 when a new copyright act became valid. (details)

The work meets one of the following criteria:

a) a work of known authorship and the author died before January 1, 1946
b) an anonymous work and it was published before January 1, 1946
c) a photograph or a work of applied art published before January 1, 1971

Note that other works enter the public domain 70 years after the author's death or 70 years after publication if the work was published anonymously. If this is the case please use {{PD-old-70}}.

This image is in the public domain because according to the Copyright Law of Montenegro ("Службени Лист ЦГ/Službeni list CG", бр. 61/2007), "Work is not copyrighted if the work is:

1. Law, sub-law act or other kind of law act.
2. Official materials of state authorities or materials published by any other person or institution which do public function.
3. Official translations of materials of state authorities or translation of materials published by any other person or institution which do public function.
4. Any of acts in judgment processes."
   

Hence it is assumed that this image has been released into public domain.

This work is in the public domain because according to the Copyright Law of Serbia (details), "Work is not copyrighted if the work is:

1. Laws, decrees and other regulations;
2. Official materials of state bodies and bodies performing public functions;
3. Official translations of regulations and official materials of state bodies and bodies performing public functions;
4. Submissions and other documents presented in the administrative or court proceedings."

A source should be included so that the status can be verified.
